One of the biggest challenges in designing a battery-electric car is how to configure its large battery pack. The BMW i3, Nissan Leaf, and Tesla Model S all have flat battery packs under their cabin floors, but they are purpose-built electric cars without gasoline equivalents. The Volkswagen diesel emission scandal deepened on Tuesday as German regulators ruled that software to evade the use of emission-control systems constituted an illegal "defeat device." Known by its initials KBA, the German Federal Motor Transport Authority issued its decision in an e-mail--though the extent of penalties to which VW could be subjected from the ruling is unclear. European Union member countries have varying penalties for such cheating; several states have not yet enacted penalties even though they were supposed to do so years ago. Another day, another Volkswagen emission scandal? It's beginning to seem like it. The latest news is that VW Group in Germany has found "irregularities" in carbon-dioxide emission levels in roughly 800,000 vehicles, mostly diesels, producing fuel-economy figures that were too high. That discovery, it said, exposes it to a potential cost of roughly $2.2 billion--on top of the $7.3 billion set aside to cover costs of earlier admissions that it had fitted "defeat device" software to about 11 million diesel vehicles.
